RPSC Clerk Recruitment Cheating | Job Secured at Rank 17

Rajasthan Public Service Commission has released the post of Junior Assistant/Clerk Grade-II. Clerk Grade-I Saroj Bishnoi, who was selected through cheating in the Joint Direct Recruitment Examination-2018, has been dismissed from government service.

This action has been taken considering that the act of using unfair means to pass the examination of this employee, who has completed almost 6 years of service, is a violation of the Rajasthan Civil Services Conduct Rules.

​Rajasthan Civil Services (Conduct) Rules, 1971 have been made the basis of this action by the Commission. According to the order, Saroj Bishnoi was found to lack integrity and lead an unethical life as a government employee, which is a clear violation of service rules. ​Under Rule 3, every government servant has to maintain a high level of integrity and devotion to duty at all times. Saroj Bishnoi’s action was found completely indecent.

​Unfair advantage and use of Bluetooth

The investigation established that Saroj Bishnoi resorted to unfair means like Bluetooth device to pass the examination and in lieu of this, handed over her signed checks to the main accused Paurav Kaler, which amounts to serious misconduct and corruption.

The disclosure was made on the information of the Commission

Saroj Bishnoi was selected at 17th position in the merit list of OBC category in the clerical recruitment examination of the year 2018 conducted by the Staff Selection Board, after which she joined the Commission in March 2020. Subsequently, on the basis of authentic information received from confidential sources, it was revealed that he had received the question paper through leak even before the examination.

​On the complaint of the Commission, SOG registered an FIR and started intensive investigation. SOG investigation revealed that the main accused named Paurav Kaler, along with his associates, had solved the leaked paper and during the examination had sent the answers to Saroj Bishnoi through Bluetooth. ​The Commission had initiated a departmental inquiry into the matter under Rule 16 of the ‘Rajasthan Civil Services (Classification, Control and Appeal) Rules, 1958’. During the investigation process, the accused employee tried to avoid the proceedings by making various excuses like illness, hospitalization and to avoid personal hearing.

A legal argument was also given by the clerk that the departmental investigation should be stopped as long as the criminal case is pending in the court, but the Commission rejected this objection outright, citing the established judicial precedents of the Supreme Court and the High Court that to maintain administrative purity, both the departmental investigation and the criminal case can be conducted parallelly.

​With the aim of getting a stay on the proceedings of the departmental investigation, Saroj Bishnoi had filed a writ petition in the Rajasthan High Court (Jaipur Bench), citing SOG’s FIR number 35/2025.

Considering the seriousness of the matter, the court completely rejected his arguments. The High Court made it clear in its order that criminal trial and departmental investigation are two different areas of work.

While the criminal case pertains to cheating and criminal collusion in examinations, the departmental charge sheet pertains to lack of integrity and unbecoming conduct in government service (Rules 3 and 4). The court held that there is no justification for staying disciplinary proceedings in such serious cases and rejected the stay application. The Commission completed the departmental inquiry and ultimately dismissed Saroj Bishnoi from government service.
