Many people including Rakesh Mandavariya, who runs a consultancy office in Sikar, have been detained in the NEET paper leak case.
The real story behind the cancellation of the country’s biggest medical entrance examination (NEET-2026) has come to light. According to the information received by Bhaskar from sources, the mastermind of this entire game is connected to the printing press of Nashik.

To hide the paper leak, the mafia named it ‘Guess Paper’ so that the investigating agencies could be blindsided. More than 120 questions of NEET were found exactly in ‘Guess Paper’.
This ‘guess paper’ had been circulated in 10 states including Rajasthan, 3 weeks before the examination. Now the Central Bureau of Investigation (CBI) has taken charge of this case. On Tuesday night, the CBI team reached the Special Operation Group (SOG) headquarters in Jaipur.
On the other hand, SOG investigation has revealed that Shubham Khairnar leaked the paper from the printing press and sold it in Pune. After this this paper was purchased in Gurugram.
After this, two brothers Dinesh and Mangilal of Jaipur were the first to buy the paper. The accused had given Rs 30 lakh to a gang of Gurugram on 26-27 April.
In this case, many other people including Sikar consultant Rakesh Mandavariya, who shared the paper, have also been detained. His interrogation is now ongoing. It is alleged that Rakesh sold this paper till Haryana, Jammu-Kashmir and Assam.
On Tuesday night, CBI team reached Jaipur SOG office to investigate the NEET paper leak case.
Leaked from Nashik, first sale in Pune and then net in 10 states
Investigation has revealed that Shubham Khairnar had leaked the paper from a printing press located in Nashik (Maharashtra). After the leak, he along with his colleagues transformed it into a ‘guess paper’. The paper was first sold in Pune (Maharashtra). Gradually it spread to 10 states including Rajasthan, Delhi, Andhra Pradesh and Bihar through Telegram groups. Later it was also shared on many Telegram groups. It was called ‘guess paper’ so that no one would mistake it for real paper and immediately complain.

One of the brothers accused of paper leak is also associated with politics
The accused brothers from Jamvaramgarh, Jaipur had gone to Sikar and sold this paper. Earlier, a brother had also given this paper to his son who was preparing for NEET in Sikar.
In Sikar, the paper was given to different people in the name of Guess Question Bank. Among them is the owner of a consultancy firm and hostel.
One of the brothers accused of paper leak is also associated with politics. Investigation has revealed that last year 4 children from the family of these brothers were selected in NEET.
More than 120 questions were found exactly
Initial investigation suggested that the paper came to Sikar from Kerala, but the truth is that the paper had already arrived in Rajasthan. A student here sent it to his friend studying in Kerala, who then circulated it back to students in Sikar and Jhunjhunu.
On May 4, a student sent this paper to the Physics Faculty of Sikar Coaching. When the faculty investigated, they were shocked. 90 questions of Biology and 35 questions of Chemistry (total 120+) were exactly the same as in the original NEET paper.
The Physics Faculty lodged a complaint with the police. The police also advised him to complain to the National Testing Agency NTA. After this, this complaint with proof was given to the National Testing Agency between 5th and 6th May. The National Testing Agency informed the Intelligence Bureau about this.
Sikar’s consultant Rakesh delivered the paper to dozens of students.
Sikar’s ‘consultant’ turns out to be an important link
Rakesh Mandavariya, who shared the paper, ran a consultancy office in front of a coaching center in Sikar and did counseling work. Rakesh had received the paper several days ago. Rakesh had shared the paper not only with the students but also with many PG operators and coaching faculty. Now it is becoming difficult for the investigating agencies to find out how many students this paper has reached.
Accused Rakesh is a resident of Samarthpura village of Mandavariya Khandela of Sikar. Rakesh, a student of Navodaya Vidyalaya, had opened an office on Piprali Road only 2 years ago. He used to give advice related to NEET preparation. He also used to get admission in MBBS colleges abroad.
Before this he used to work in another city. Earlier only a few students had received the paper but just a day before the exam this paper reached thousands of students on WhatsApp and Telegram. These students sent the paper on many WhatsApp groups. Even the gas paper reached the mobile phones of many hostel and PG operators who had also shared the paper with the students living there.
Rakesh has opened a consultancy office in front of a coaching center in Sikar.
Rakesh caught from Dehradun
The National Testing Agency told the entire incident to the Intelligence Bureau. On the basis of the information of the student who had sent the paper to the Physics Faculty, Rakesh Mandavariya and his other associates were caught from Dehradun. After this, SOG was entered in this case on 8th May. On the night of 8 May, the team reached Udyog Nagar police station area in Sikar city. He along with the local police detained more than a dozen students for questioning. 17 to 18 students were interrogated at Udyog Nagar police station till May 12.
SOG officials asked the students other questions including whether the papers came to them. However, now the students have been released. If needed, CBI can now interrogate him in the case.
SOG IG Ajaypal Lamba gave information related to the paper leak to the media.
SOG IG Lamba said – Paper reached Rajasthan from other states
IG Ajaypal Lamba said- Police had received input regarding the possibility of paper being out before the examination. After this, joint teams of Sikar, Jhunjhunu, Alwar, Jaipur City, Jaipur Rural Police and SOG started investigation.
During the investigation, more than 150 students, parents, coaching operators and other suspicious people were interrogated. In which it was revealed that the NEET paper had reached some people in Rajasthan even before the exam started.
Lamba said- Investigation revealed that the paper is linked to Nashik in Maharashtra. From there the paper reached Gurugram in Haryana and then was spread to Rajasthan through different mediums.
According to the police, this paper was circulated through Telegram and WhatsApp groups. At many places, it was sold to students as ‘guess paper’, whereas it was claimed that questions from it would come in the examination.
SOG handed them over to CBI
SOG has arrested 15 people so far. These include Vikram Kumar Yadav (Student), Rakesh Kumar Mandawariya (Consultant), Rajat Kumar (Student), Amit Meena (Student), Rohit Mavaliya (Student), Yogesh Parjapat, Sandeep Haritwal, Nitesh Ajmera, Mangilal, Dinesh, Vikas, Yash Yadav, Satyanarayan Chaudhary and one other have been handed over to CBI.
CBI registered FIR
CBI has registered an FIR regarding NEET 2026 paper leak on the basis of written complaint received from the Higher Education Department. Special teams of CBI have been formed for investigation, which have been sent to various places.
