BPSC AEDO Exam Canceled | 32 Candidates Banned in Bihar

After irregularities in the examination, the Commission had sought answers from the agency. The agency’s reply was not found satisfactory. On the basis of evidence found in the investigation, complaint and FIR, the allegations were found to be true. After this this action has been taken.

It is alleged that the agency put its own people on duty instead of the list decided by the Commission. The Commission has said that there were irregularities in the examination held between 14-21 April 2026 in many districts including Munger, Nalanda, Samastipur.

8 FIRs were registered in 6 districts regarding irregularities and malpractices in the exam. After which the Commission decided to cancel this examination.

Along with this, the Commission has also banned 32 candidates, who will now not be able to appear in any upcoming examination of the Commission. 11 lakh candidates had filled the form for this examination.

During the Assistant Education Development Officer examination, the district administration showed promptness and foiled attempts of cheating through Bluetooth and other electronic devices at many centres.

During investigation, it was found that some anti-social elements and candidates had conspired together to create irregularities in the examination. Taking action in the matter, the administration has registered an FIR against the accused candidates.

Which exams were canceled

Assistant Education Development Officer (Advt. No. 87/2025): Examination of all 9 shifts held from 14th April to 21st April cancelled.

Assistant Public Sanitation and Waste Management Officer (Advt. No. 108/2025): Written examination held on 23 April cancelled.

The Commission will soon announce the new dates for conducting these examinations. Candidates have been advised to keep an eye on the official website.

The examination was conducted in 3 phases

The vacancy of AEDO under the Education Department came for the first time in Bihar. The responsibility of conducting the examination was given to BPSC. There was a fee of Rs 100 for filling the form. About 11 lakh candidates filled the form for a total of 935 posts.

For this reason BPSC conducted the examination in three phases. The first phase examination was held on 14-15 April. The second phase examination was held on 17-18 April. The third phase examination was held on 20-21 April. For this, 746 examination centers were created in all 38 districts.

No compromise with paper leak

Despite this, the Commission has taken this strict step in view of the reports in social media and news and attempts of irregularities at some centres. The Commission believes that nothing is more important than the dignity and honesty of the examination.

The question remains whether the paper was leaked or not. The answer will be available only after the completion of the SIT investigation. But know the master plan of rigging the examination….

According to the FIR number 177/26 registered in the Muffasil police station of Munger, on the night of 13th April, Munger DM had received information that a person named Sujal Kumar was preparing to cheat in the AEDO examination to be held on 14th April.

BPSC is making arrangements with the staff of the company to which it has given the contract to make biometric attendants and is recruiting its own boys in their place.

After this information, a team of Munger police was formed. The team conducted a raid and caught Sujal near Telia Talab turn at around 12:30 in the night. Mobile phone and a bag were confiscated from him.

The bag contained a laptop, iPad, two lists of biometric operator and supervisor. Along with it were the admit cards of 20 candidates who appeared in the examination and 19 blanks with serial numbers written from 1 to 100, on which answers to the questions asked in the examination were to be written.

WhatsApp group created to answer questions

The police searched the mobile phone of 20 year old Sujal and interrogated him. Then for the first time he took the name ‘Master’. Sujal told the police – ‘Master’ had added his mobile number to a WhatsApp group named ‘M Munger’.

Admit cards of 20 candidates were sent to this group, copies of which were recovered by the police from their seized bag. Munger was the examination center for all these candidates.

Under the setting, biometric operators and supervisors were to provide correct answers to all the questions to all the candidates during the examination. This was the first WhatsApp group. ‘Master’ had also created another WhatsApp group named ‘Munger Solution’.

In this group the ‘Master’ himself was the one to send the correct answers to the questions. After getting the answer, our people would send it to the candidate. In return for this, Sujal and his helpful friends were going to get money.

Hired your own people to take photos of question paper

On the instructions of ‘Master’, Sujal had hired some special people. It includes AK Rathore, Rohan Kumar alias Devraj and Abhishek Pandey. There was a preparation to make all of them biometric operators and supervisors and send them inside the examination centre. The ‘Master’ had given him a big responsibility.

Actually, all these people had to take photographs of the question papers of their candidates and send them. For this, a WhatsApp group named ‘Munger Solution’ was created. Then from here the ‘Master’ would prepare the answers to the questions and send them back to the candidates through the biometric operator and supervisor.

According to EOU, the ‘Master’s’ sister was also a candidate for the AEDO exam. Its center was in ABR Foundation Public School located in Shanti Nagar Nekra, Sasaram. The admit card was made in the name of Pooja Kumari.

There was complete setting for puja also. The biometric operator was given the responsibility of taking a photo of the question paper and sending it. Then the ‘Master’ himself would prepare answers to all the questions and send them back.

Who is the ‘Master’? Where is he from? The police have not been able to know anything about this till now. The police only has the mobile number from which it had created two WhatsApp groups for the examination. But ‘Master’ is not alone in this game of exam rigging. He also has a crime partner.

In the initial investigation of Munger Police, the name of the owner of local coaching ‘Rathod Classes’ has also come to light. Both are absconding since the matter came to light. Only after they are caught, the entire game of setting the exam will be revealed.

BPSC officers gave tender to Jaipur company

BPSC had given the responsibility of biometric attendance in AEDO examination to Jaipur company Sai Educare Private Limited through tender. Sujal Kumar, caught from Munger, was a staff of this company.

BPSC officers have shown special interest in awarding the contract to the company. EOU is investigating the role of SEPL, the company that took the tender for biometrics in the examination. The background of the company is being investigated.

EOU is finding out whether there was an attempt to leak paper? Apart from Sujal, is there no other person working in this company also involved? How did Sujal come in contact with ‘Master’? Since when is there a connection between them? The contacts of the biometric operator of Nalanda will also be scrutinized.

BPSC gave tender to NTA’s debar company

Was the exam question paper leaked or not? This question remains. The question is being raised as to why BPSC gave the tender to such a company. According to sources, BPSC has formed its own internal investigation team. SEPL has been made a show cause.

In fact, the National Test Agency (NTA) had debarred this company from the tender of every examination for one year. This action was taken in October 2025 on a complaint of irregularities in an examination.

According to the FIR, in the list sent to the company, the names of the already hired biometric operators and supervisors were original. But, they were changed to another list. It contained the names of those people who were hired at the behest of the ‘Master’ to carry out the rigging. Sujal did this work after the deal with ‘Master’.

The job of the biometric operator is to match the fingerprints of the candidates and their faces during the examination. In less crowded exams, they also have to match the retinas of the candidates’ eyes. Apart from all this, there is also the responsibility of scanning the bar code of the OMR sheet given in the examination. For this they are given a tab from the company.

Will be interrogated on remand

According to EOU’s SIT, irregularities have been found in the examination. An attempt has been made to leak paper. Who is guilty? Investigation and research is going on at this point. Evidence is being collected through digital and scientific methods.

The entire chain of mafia is being prepared by connecting link after link. The investigating agency has admitted that the examination system has been breached.

Is the absconding ‘Master’ the mastermind of this episode? Or is there someone else on top of it? To find answers to these questions, EOU will soon take Sujal Kumar, who was arrested from Munger and sent to jail, on remand. Will interrogate him.

There is a possibility that many more concrete clues may be found in the interrogation of Sujal. Apart from this, many more people including the biometric operator arrested from Nalanda will also be taken on remand for questioning.

A list of who was on duty at which examination center and who was present has also been sought from BPSC. Here, the police of SK Puri police station has also asked from BPSC for the list of personnel posted in AN College and their mobile numbers.

The candidate said – Biometric personnel had given the answer key

The police of Sohsarai police station of Nalanda district had arrested two biometric personnel, Chandan of Sohsarai and Rahul of Noorsarai on April 17 during the AEDO examination. Along with this, candidate Shweta Kumari, resident of Kumhrar, was also arrested.

The answer keys of Group C and D of the question paper were found inside Shweta’s answer sheet. Both EOU biometric workers Chandan, Rahul and candidate Shweta are on remand. But she has come to Patna. All three are being interrogated.

Shweta told that Chandan and Rahul had given her the answer key. Forensic investigation of two phones and Bluetooth devices recovered from Rahul and Chandan is also being done. Chandan and Rahul had provided Shweta with a five-page answer key.

On Monday, EOU will apply to take the biometric personnel and candidate arrested in Munger on remand.
