NATIONAL 1. Cabinet approves Paper Leak Amendment Bill
- On July 24, the Paper Leak Amendment Bill was approved in the cabinet meeting chaired by PM Modi.
- The Paper Leak Amendment Bill can be introduced in Parliament on July 27.
- PM Modi had said a day earlier that he would enact a law providing for strict punishment against paper leaks and had also talked about setting up a fast track court.
- PM Modi had also released a video message for students at midnight on Thursday.
- This bill has been approved due to the ongoing protest at Jantar Mantar against the NEET UG paper leak that took place on May 3.
- In the new bill, there will be a provision of 10 years’ imprisonment and a fine of Rs 10 crore in cases of paper leak.
What is the rule in law
- The Public Examination (Prevention of Unfair Means) Act, 2024 is already in force in the country.
- This law received the approval of the President on 12 February 2024 and is applicable in the entire country from 21 June 2024.
- Under the Act related to paper leaking in the country, the punishment for paper leaking is 3 to 5 years in jail and a fine of up to Rs 10 lakh.
- If the agency is found guilty, a fine of Rs 1 crore will be imposed, the entire cost of the examination will be recovered and there will be a ban on conducting the examination for the next 4 years.
- Under this law the offenses are non-bailable and cannot be compounded. The investigation will be done by DSP rank or senior officer.

2. Viswanathan Anand becomes interim President of FIDE
- On July 24, five-time world chess champion Vishwanathan Anand was appointed interim president of the International Chess Federation, FIDE.
- Vishwanathan Anand’s appointment comes after the European Union imposed sanctions on current FIDE President Arkady Dvorkovich.
- According to FIDE rules, when the President has no authority, the Deputy President is given the responsibility of interim President.
- Dvorkovich was the Deputy Prime Minister of Russia from 2012 to 2018 and has been the President of FIDE since 2018.
- Dvorkovich has restrained his decisions because he is subject to sanctions under EU and Swiss laws and regulations.
- Dvorkovich’s name has been included in the EU’s 21st sanctions package.
- Under Article 19.2 of the FIDE Charter, Anand will now take over as interim president.
- Vishwanath Anand became India’s first Grandmaster in 1988.
- Vishwanath Anand became a 5-time World Chess Champion in 2000, 2007, 2008, 2010, 2012.
- Vishwanath Anand is the Deputy President of FIDE from the year 2022.

- FIDE was founded in 1924.
- FIDE is headquartered in Lausanne, Switzerland.
- FIDE organizes international competitions, makes rules related to chess and decides rankings.

3. Ashish Kumar will be the next CEO of Infosys
- On July 24, Infosys announced Ashish Kumar Dash as its next Chief Executive Officer (CEO).
- Ashish will take over as CEO and MD of the company from April 1, 2027.
- Ashish will replace current CEO Salil Parekh. His tenure will end on March 31, 2027.
- Ashish is currently the Global Head, Service Utility Head, Infosys and has over 30 years of experience at Infosys.

- Infosys is headquartered in Bengaluru, Karnataka.

4. Naresh Pal becomes the new Education Secretary
- On July 23, the Central Government appointed Naresh Pal Gangwar as the new Education Secretary.
- Naresh is a 1994 batch IAS of Rajasthan cadre, he was the Secretary in the Animal Husbandry and Dairy Department.
- This appointment of Naresh has been made after the paper leak controversy and student demonstrations. He will replace Vineet Joshi.
- Naresh was collector in different districts of Rajasthan from 2001 to 2008.
- In 2014, Naresh became the Secretary of the School Education Department of the Government of Rajasthan and played an important role in education administration.
- In December 2020, Naresh was made Joint Secretary of the Ministry of Environment, Forest and Climate Change, Government of India.
- In September 2025, he was appointed Secretary in the Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying.
Naresh was first appointed District Collector of Tonk (Rajasthan) in 2001.
5. DRDO successfully tests LR-SAM ‘Kush’ missile
- On July 23, DRDO conducted the first successful test of Long Range Surface-to-Air Missile (LR-SAM) ‘Kush’ from APJ Abdul Kalam Island in Odisha.
- Kush is an indigenous surface-to-air missile system. Which can attack for a long distance.
- The first test of Kush was conducted against an electronic target, which was similar to a high-speed and high-altitude aerial threat.
- The Kush missile system is capable of neutralizing a variety of aerial threats, including fighter jets, missiles, unmanned aerial vehicles (UAVs) and large enemy aircraft.
- All parts of Kush’s weapon system, including missiles, radar, command and control center, have been developed by different DRDO labs and industry partners.
- Project Kush is being considered equivalent to Russia’s S-400 air defense system and the purpose of the S-400 is to intercept air threats coming from long distances.
- Kush, the longest range interceptor missile, will be capable of hitting targets at a range of 350 to 400 kilometers.
Kush missile system can attack multiple air threats by keeping an eye on them simultaneously.

6. India’s first ‘quantum finance hub’ to be built in Andhra Pradesh
- On July 23, Andhra Pradesh government and Punjab National Bank (PNB) signed a Memorandum of Understanding (MoU) to create the first quantum finance hub.
- This finance hub will be established in Amravati Quantum Valley (AQV).
- The objective of this hub is to increase the use of emerging technologies such as quantum computing, artificial intelligence (AI) and cyber security in banking and financial services.
- Through this hub, a better solution for financial fraud is to be developed.
- This hub aims to increase collaboration between industry, startups, educational institutes, research organizations and government agencies.
- India’s first bank-led quantum finance hub. This will promote AI, quantum computing and fin-tech innovation in the banking sector.
- This hub will strengthen cyber security in banking and develop advanced systems for early detection of financial fraud.
